First Win for Evolving Systems in Growing Latin America Market
Partnership Announced With Caribbean Holdings Services, Inc.

ENGLEWOOD, Colorado Evolving Systems, Inc. (NASDAQ-EVOL), a leading provider of software solutions and services to the wireless, wireline and IP carrier market, today announced that its Tertio™ service activation solution has been selected by a major operator in Panama. This award marks Evolving Systems' first installation in Latin America and the latest in a series of major activation wins over the last year.

The Tertio solution will provide a single convergent service activation platform to enable this operator to provision advanced services, including prepaid and post-paid voice, voice-mail and other next generation advanced mobile data services, on its TDMA and GSM networks.

Evolving Systems was selected after a thorough review by the operator of the available service activation solutions. The main driver for the decision was the need for a solution that could easily and cost-effectively provision all of the operator's present and future services on its multi-vendor, multi-technology network infrastructure, and the Tertio solution was regarded as the best fit.

The win also marks the start of a partnership with Caribbean Holding Services, Inc. (CHS), a leading solutions provider of advanced telecommunications systems for the Caribbean and Latin American markets.
